C&R Licenses and the FFL Dealer Network
Type 03 Curio & Relic (C&R) licenses are not accepted for participation in the FFL Dealer Network.
The Dealer Network is intended for FFLs that can provide firearm transfer services to buyers. C&R licenses are not included for the following reasons:
- C&R licenses cannot be verified through ATF FFL eZ Check.
Type 03 licenses are not available for verification through the ATF's online FFL eZ Check system. - C&R licenses are collector licenses and cannot be used to provide transfer services to the public.
A C&R license is issued for the licensee's personal collecting activities. It does not authorize the licensee to operate as a firearms dealer or handle firearm transfers for other buyers. Because the Dealer Network is public-facing and allows buyers to select an FFL to receive their firearm, C&R licensees cannot participate as transfer dealers. - Not all FFL-required firearms are C&R eligible.
A Type 03 license applies only to firearms that meet the requirements for classification as Curios or Relics. The Dealer Network must accommodate transfers of firearms that require an FFL but are not C&R eligible. - Sellers are not required to accept C&R licenses.
Even when a firearm qualifies as a Curio or Relic, individual sellers may choose not to accept a Type 03 C&R license.
FFL Types Permitted in the Dealer Network
Only FFL types authorized to conduct applicable firearm transfers are permitted to participate in the Dealer Network:
Dealer
- Type 01
- Type 02
- Type 09
Importer
- Type 08
- Type 10
Manufacturer
- Type 07
FFL Types Not Permitted in the Dealer Network
The following FFL types are not eligible for participation because they are not authorized to provide the applicable firearm transfer services to buyers:
- Type 03 – Collector of Curios and Relics
- Type 06 – Manufacturer of Ammunition
- Type 11 – Importer of Destructive Devices, Ammunition for Destructive Devices, or Armor-Piercing Ammunition
