Veteran Sahuarita Arizona Police Officer Donald Lafreniere Decertified After Child Pornography Charges, Many Other Area Officers Fired And/Or Decertified
June 15th, 2007
quote:SAHUARITA, ARIZONA - A Sahuarita police sergeant accused of having child pornography on his home computer agreed to voluntarily give up his peace officer certification, barring him from ever working in that capacity again in Arizona.
Sgt. Donald Lafreniere was one of two peace officers in the Tucson area who voluntarily relinquished their certifications rather than go through proceedings with the Arizona Peace Officer Standards and Training Board, which can revoke or suspend an officer's certification.
Another, Officer Bruce G. Garcia of the Tohono O'odham Police Department, had his certification revoked by the board Wednesday morning.
Documents released by the board this week outlined the allegations that led to the firing or resignation of five officers from agencies across Southern Arizona:
9-year police veteran
Lafreniere resigned from the Sahuarita Police Department last January after nine years on the force.
His resignation came after 17 photographs depicting children in a sexually explicit manner were discovered on his home computer, according to Arizona Daily Star archives.
An investigation was begun, but no charges were filed because of a lack of evidence.
Allegations of affair
Another officer who recently voluntarily relinquished his certification was Sgt. Todd Greene of the Pima County Sheriff's Department.
Green resigned from the department after 13 years amid allegations that he was having an affair with a married woman, documents show.
According to documents from the board, in November 2005, deputies went to a home in which a man and his estranged wife were arguing over child-custody issues.
While in the home, the husband said Greene was involved with his wife and Greene would frequent her apartment while on duty and use his patrol car to take her to breakfast and lunch, documents state.
Greene admitted to being good friends with the woman but denied being sexually involved with her.
He was given a polygraph test and found to be lying, according to the documents from the board.
He later admitted that he had sex with the woman but said he lied to protect her and his own family from the husband, who he said was violent, documents say.
Certification revoked
While both Greene and Lafreniere chose to give up their certifications, Garcia's certification was revoked.
According to documents from the board, Garcia resigned from the Tohono O'odham Police Department after nearly four years.
His resignation stemmed from an August 2005 incident in which Garcia became upset when his girlfriend did not come home for dinner, documents show. Garcia began drinking and then decided to use his patrol car to go looking for her.
He failed to negotiate a curve and struck a guardrail, according to the documents.
His blood-alcohol content was 0.145 percent. Garcia would plead guilty to DUI, unlawful possession of liquor and criminal damage to public property, the documents say.
TPD, Pinal County cases
The following two cases have been presented to the board for review.
Tucson police Officer Jose L. Rocha resigned from the Tucson Police Department in January 2006 after being accused of having sex on duty with a woman he met during a civilian ride-along program.
He denied having sex with the woman, saying such behavior would "get me fired."
He did say, however, they engaged in heavy petting, which included the removal of his shirt and duty belt, according to board documents.
Rocha resigned when asked to take a polygraph test, documents show.
"Officers are held to a higher standard, and that is the expectation from the department and the community we serve," said Tucson police Deputy Chief Kermit Miller.
The board voted to initiate proceedings on Rocha's case and will take action at a later date.
In Pinal County, a deputy was fired after showing up for his first day of work with alcohol on his breath, according to board documents.
Deputy Julio Collazo Jr. admitted he had a few drinks the night before - on New Year's Eve - with the last drink being consumed around midnight, the documents show.
He was to go on duty at 6 a.m., but policy forbids the consumption of alcohol within eight hours of work.
The board decided not to take any action on that matter.

And how many ministers are convicted of the same thing. Does the actions of a few bad apples mean the majority are all bad? If so, you need to leave your church because your leader is corrupt and it's only going to get worse.
You're lack of logic amazes me.0 -
bondai,
I hope you realize that the strategy you're using to paint cops as untrustworthy, evil, and dangerous is exactly the same strategy folks like the Million Mom March and the Brady Center use to paint gun owners as untrustworthy, evil, and dangerous. You, like they, take a few examples of something you know the public will find unsavory or tragic, link it to the element you personally dislike (in their case guns, in your case police officers), and imply that if only the perpetrator had not been this, that would not have happened.
Congrats, man - you and Sarah Brady have a lot in common. No doubt you, like she, will deny you have an agenda, but it's as plain as the nose on your face... that is unless you cut it off to spite that, too.0 -
Bondai, there are perverts, child Molesters, porn heads, murders, adulters, fornicators, theives, drunk drivers and the like in every walk of life.....Give it a rest, your one trick dog act is getting old......[:(][|)][V][:(!][}:)][B)] 0 -
what monkey said.
i have refrained from making any comments on any of your posts that have been about similar topics "bad cops". in the beginning of your postings on this subject, many on here agreed with you that "yes that was bad" and "he shouldn't be a cop no mo'". since then i have watched your progression of listing one or two things about bad cops to nearly every single topic you post. you seem to get a kick out of doing this knowing full well many of our members are currently or formerly law enforcement and that many of the rest support law enforcement officers. your behavior is perilously close to becoming troll like. i would hate to see you be elevated or lowered to that status and be blocked from these forums. please sir, find something else to talk about...a story of a 14 week old kitten that fought off an alligator, or a grandmother in her 90s who bowled a perfect game...something else just stop trying to bait people with this topic. right now you're pro at baiting, just don't become a master baiter ok?0 -

Sorry buddy, but the strawman was of your building, not mine. I'm just applying the Bondai logic across the board fairly. If you don't like it, you need to reconsider your failed logic.0 -

The funny thing about the GB forum is the way it has evolved. Once upon a time the forum was about guns and other issues related to the US. There were great posters here, not anymore.
Now the forum is about porn, whining, personal attacks, banning (or poofing)and what someone had for dinner, and lets not forget the plugs for auctions, the giveaways and the airing of personal issues that are best left at home.
The forum is "pro-cop" because nunn is the lord and master of the forum. Many here kiss his @ss because they are afraid of getting banned, David actually bans very few and is very tolerant, my being here proves that.
The mindset here is that if someone posts something that puts a cop in a negative light then that person is bad and is automatically a cop hater....what a BS theory.0 -

DonOh yes, he has a right to post what he wants, but I find this situation humorous. He's been a member here for some time and wasn't always on this anti-cop rant. In fact, I remember not much over a year ago seeing him posting about how political correctness has got out of hand and cops should be allowed to use more force to clean up society. Now he's suddenly done a complete 180.
It's pretty obvious something happened that he doesn't want to discuss.0 -

Another "cops are bad" post by bondai.
So, where does the "too much power and no oversite (sic) and no accountability" figure in. The HEADLINE of the article seems to indicate that officers were fired and/or de-certified.
Where is the "code of silence?" Where does the article show officers covering up for the misbehavior of other officers?
The article also states that the material was found on home computer. How is that an abuse of power? ANYONE can download child pornography at home. I don't condone or excuse it, but I don't see this incident as an abuse of power.
I pity you, and I truly hope you never have to call the police. May the rest of your days be trouble-free.0 -
When are you folks going to learn to just ignore this guy?
If no one responded to his "taunts",.........he would quickly disappear, as he is not interested in anything else here, except "bad cop" stories, and getting a rise out of members.0
