    The house currently sits empty, and has sat that way for at least a month as far as I know. I really do like this house, but not 186K like it.

    Then go ahead and offer what you feel comfortable with. The worst thing that they can say is "No." The best case is that they counter-offer and then you can barter to a fair price for both of you.

    You would be looking at $60 to $70K, here in Sheridan, if the place would qualify for a low interest loan. If it wouldn't, maybe $5K less.

    Definitely make an offer if it's been sitting. I just bought my house 1.5 years ago for about $40K less than the original price they were asking. It was sitting for about 2-3 months with no offer.
