80% pistols

I know that an 80% receiver, when finished and made into a pistol can't be sold but can it be inherited to someone that can legally own a firearm?

  My wife & I stopped in Indy. for lunch traveling from Wisc. to Charleston.  Either Shapiros or The District.  Found a cap up there in Delavan on a side road that was from The District Tap!!  Strange stuff!!
