CA Glock Lower

From California… thats says enough already… made the mistake of purchasing a glock 19 gen 3 lower. Unknown to me, I cannot have just the lower transferred to me. Was wondering if it’s at all possible for an FFL to pair the lower with a slide turning into a “pistol”?
