    I have redone several .22 rifles in cold blue and I use 0000 steel wool after my last application.  It turns out real well, but I would remove the forearm wood and try some steel wool on the barrels where it will not be seen to see if it harms the finish or not.  Don't touch the color case hardening receiver at all, it will get messed up.  Then try the trigger guard first and see how that buffs out.  ( I use Brownell's Oxpho-Blue )  I don't think cold blue on top of hot blueing would do anything to cover any scuffs or scratches, but best on white steel.  Then rub a coat of gun oil over the barrels, hope this helps.

    The value is around $1000 to $1200, it is the O/U shotguns that are crazy priced.

    I would just give it a good cleaning. 
    In my opinion, trying to re-blue it would do nothing but bring the value down.

    Anything done to “improve” the appearance will almost certainly detract from the value.  Sell the gun as-is.
