    Even in commiefornia; uppers do NOT require a FFL for shipment. Perhaps this is just a standard format the seller uses, or perhaps he
    does not know the 'exact procedure' on parts.

    He claims its 'semi-auto', which is assumed it does not contain a full auto bolt and so forth. So I'm at a loss as why he thinks thinks it requires an FFL unless local laws require it this way.
