In theory, the plates belong to the state, not you.

Saying that, I've never, ever heard of a state confiscating plates for the sole purpose of confiscating them. Stolen plates? Sure.

My guess is that GEICO is merely covering its ass so it doesn't get sued for whatever reason a slimey, hungry lawyer can think up.

I spoze it depends on your particular state laws. Can you reg it as non-op to keep it on the books cheap? You could still legally drive it on private property, and when it gets all legal-like you could change it back to fully reg'ed.

Down here in Louisiana, they do not fine you if you don't turn the plate in. But, we cancel the registration. Just a paperwork thing, if you ask me.

NC requires you to surrender your plate within 7days of insurance cancellation for any reason.

I think in Okla., you're still required to tag any registered vehicle. Mostly for tax purposes. But it's only enforced in that if you don't tag for a few years. And then decide to tag it. You have to pay for the back years also. No big deal if you never tag it for road use again. They won't come after you. They only catch you when you re-tag.
So if you intend to re-tag for road use at some later date, but don't want to insure the vehicle at present, you buy a off road "black tag" which keeps the taxes/tag current. A black tag runs about $25. a year I think.
For example. I have a '92 Ford Tracer out back that blew a head gasket about 4 years ago. I haven't tagged it in that 4 years. If I ever repair it and attempt to re-tag for road use, I'll have to pay the tags for all the years it wasn't tagged. A $25. (per year) Black Tag would've kept it current.

In PA when you cancel insurance you have to send the plate back or furnish the name and policy of the current carrier. You can be fined and even your Drivers license suspended if you don't. They used to send the State Police around to pickup the plates now I think they just send letters and suspend your license. Hear on the scanner about "lift orders" and "insurance suspension".

Check w/ your state DMV. Many states require vehicle to be insured if it has plates. Your mileage may vary. Here in VA, they WILL confiscate your plates.

So if I take my plates back, do they just go to the town office where i got them?

I would think so. Give them a call to find out.

here in WI , you keep the tags, and if a car sits for years no big deal to retag it , you just tell them that its been sitting and you finally got around to get it running ,, if you sell or trade your car you still keep the tags

In Idaho the plates belong to you. If you sell a vehicle you take off the plates before you turn over the vehicle.

Almost twenty years ago I parked the Pantera and didn't drive it again till I sold it. The Kalif. DMV had to back to the microfish files to find the last registration. I had the origional "Pink slip" (owners docment).

You will get a call from the motor police if you have a registered vehicle with a license plate but no insurance. You do have to turn the plate in.

What part of LA you from?
