Question for someone in Oregon regarding shipping

Someone wants to buy a gun from me in Oregon. It's a rifle. I know that I can go down to the post office and mail this long gun via USPS to the buyer's FFL-licensed dealer. This guy's dealer is insisting that the shipping can go only from one FFL to another. Is there anything in Oregon state law that could prohibit me from shipping this via USPS to the dealer or is this guy's dealer FOS?

    I would tell your buyer to find another receiving dealer.

    I'm in Sheridan - about 20 miles west of McMinnville.

    No, I don't but I have a fairly close friend that does.

    I have some friends in newberg that own a gun shop they transfer for
    $20.00 at least that was the last price they charged me.be aware

    there is a $10.00 background charge.
