This is more of a question for Beachmaster73. A former military commander.
You see civilians are supposed to get a "Environmental Differential" which is 4%....only comes out to 75 cents...when they transport, load, and unload explosives for the military. I'm not talking about small quantities of 1.4. I'm talking about the big stuff.
The military never wanted to pay the 75 cents extra. Never, ever, ever....ever. OPM Appendix J for Civil Service.
Beach knows. Well we got people here with over 250 years combined of Civil Service....40+ years each...supporting wars and campaigns for the past 40+ years...never got their 75 cents.
I may be the dumbest American in the country....but I feel sorry for these people not getting paid what Federal Law says...so I pushed for them to get it.
Well the timing of my actions kinda interferes with DOD actions in the Pacific as the 3rd Marines are getting their rears kicked out of Japan for here......and my stupid back 40 is bringing up this issue.
To retaliate...the local CO revoked my access to the DOD computer system...and I fear...will revoke my security clearance on some little thing he can come up with to quell my stupidity for trying to protect American's and what they should be paid.
I may lose my job...but I chose to be my brothers keeper. God protect over me and my family as I battle.....my fellow Americans to protect Americans......0 -
That $.75 (I am assuming since you said 4% that this is an hourly total) over the course of 40 years is:
$60,000!!!!!

I am not a believer of a "Nanny" government giving cookies to folks sitting on their butts!
That said Governments role is to protect its citizens from being abused, discriminated against, etc! So you must define the issue so I will know the facts.0 -
Define the issue.....let's say Catpealer is a DOD Civilian driving a tractor and trailor loaded with 30,000 pounds of 1.1 explosives he just removed from a Navy aircraft for the U.S. Navy Seals. He's going to drive it 6.8 miles and place it in a munitions bunker and it takes him 1 hour to get there and unload it.
According to OPM Appendix J for Federal Civilians...is he entitled to 75 cents for the "4%" Environmental Differential for "loading/unloading/transporting" explosives/incendiary devices for that hour in which he transported said items.
DOD says Catpealer needs to get maimed, injured, or killed to receive his 75 cents of "environmental differential" for that hour in which he was exposed to the hazard and incurred his injury.
But the law was made to be like a Civilian Hazmat carrier...you get paid a little extra to transport Hazmat....but it never has happened...GLOBALLY.

Beach isn't the only military commander here to comment on DOD's policy of not paying the 75 cents.
Some places pay it, others don't. The risk is...if you are a unit/command- not paying it...you could be served with a bill from a court for thousands of dollars you were supposed to be paying.
But ahhh....OPM pays the court bill and not DOD....so it's a purposeful infringment on pay of American's by DOD????0 -
