    Until recently, in England, the right to bear arms was recognized. in medieval England, however, there was a period when things were different.

    Many people who grew grains sold it, of course, but what they kept for themselves for food was taken to a miller to grind into a useable form. Since a lot of people did this and practically all grain foodstuffs consumed in the entire country went through a miller, the government decided it would be a good idea to make every miller in England give part of his profit to the government.

    of course every miller passed the cost on to the customers. This part is for the miller, that part is for the government. The extra charge was known as "the miller's soke".

    the people didn't like it, and the government was afraid that the people might get up in arms to annul the tax. so they enacted some laws regarding the posession of arms (guns, swords, etc) to prevent that.

    Such laws didn't last long, but that's one example of why a government might want to deprive the public of their right to own or bear arms. It wasn't necessarily in the public's interest.
