Never been really clear on this "public voyeurism" thing.
If you SEE someone in public, are you a voyeur?
Or does it only count if you're TRYING to see them?
What if your binoculars' field of view accidentally pans across them while you're watching out for evil people waiting to attack you?
And if the object is truly in "public," can the charge really be voyeurism?
Or doesn't the object need to be trying to hide?

I came out of a Quick-Mart, and two 13'ish females, Upper Darby's finest, crossed my path.
I see the gent follow them with his eyes. Then up come the 'Nocs. Extended stare.
Extended. Extended. I finally had to get a picture, my voyeurism.
No matter what they look like, this scrappy blue-collar community, right on the edge of West Philadellphia, protects it's young. This guy is bound to get his butt dragged out to Chadds Ford.0 -

Did you make sure he saw you? It looks like it, but the pic is sort of blurry. And is it in fact a crime to draw you finger across your throat in a slashing motion just to make sure he gets the message?0 -

It's only a crime if there is an expectation of privacy in that particular area. Considering he was in public and looking at (I assume) fully dressed girls then it would be a stretch to say there was a crime being commited. It's creepy, though. 0 -
happens all the time. there are nutz all over the place. I even seen weirdos sitting there at the shopping mall taking pictures of young girls on the slick. 0
