What's with scammers advertising just below $3000?

I notice on Craigslist the scammer's preferred price for a $7,000-$17,000 auto is
just under $3000. $2950 seems popular.

Is the reason to avoid a felony of some sort if caught?

    It's gotta have something do to with Federal wire fraud thresholds.
    Things have gotten to the point that it's not worth it to pursue a thief for $3000.

    And the local police say "It's not their jurisdiction"

    I am not sure if this is the link, but, at the Post Office, the threshold for red flagging a money order is $3,000.
    You can buy a money order for $2,999 and nothing will be said, but if it is for $3K or more the clerk has to send in a report to the Postal Inspectors.
    Still, it seems like committing fraud for $2,500 would still be a felony.

    I think it's the same for deposits into a financial institution, anything over 3 grand requires some extra paperwork ,Patriot act or something
