drm- digital rights management?
I'm thinking about building a new computer. I don't want anything to do with DRM. I know what it does, but I don't know where it comes from. is it on the CPU? is it in Windows Vista? it's not built into graphics cards, sound cards or memory chips, is it? I want to build a DRM-free system.

Built into the OS (Vista). The Grand Plan is for it to be built into the bios, which would only let your computer boot an "authorized" OS (read: OS by someone who paid us millions for the privalege). Also read it as No Linux, No BSD, etc.
In short, get a Mac (or one of the new dells with Ubuntu Linux on it).
If you want a taste of freedom, download ubuntu - wwww.ubuntu.com . The live cd doesn't touch your hard drive, and works really well to give you a taste of the alternative OS.
