    That's tough! There is a star screw behind the rear drum or disk - usually behind about a 1" little dust boot that you need to pop off. You need a small screwdriver or a special tool to turn this and release the brake pad from the parking brake drum.

    This will not release the brake, which sounds to be stuck in the cable, but should release the grip and let you drive without doing further damage.

    Try hammering on the parking brake cable with a mallet. If that doesn't do it, take it to a dealer.

    Depending on age, may have rust in the cable sheath for parking brake cables. had to replace ones on my 20 yr old F-150. try tapping the cable sheath where it runs to the rear brakes. If that works, they need replacing. RELATIVELY cheap.
