Pennsylvania C&R Transfer

Maybe this is the wrong place to ask, but can I sell a Luger to an 03 C&R individual in Pennsylvania? I have a C&R but have been told that handgun transfers in PA must go through an 01 dealer, like in Maryland. Have had no luck figuring out the legalese in the green book from the BATF. Thanks.

  Yes.
  
  Get a copy of his license, a copy of his C&R, and ship only to his address of record.
  
  Be sure to record the sale, and keep paperwork from the transfer.
