"Special Master" coming to a gun shop near you!

The way the Anti's have it worded, we are in the presence of Special Masters.
These Masters, appointed by who-knows, are accepted by gun shops as a condition of the gun shop remaining in business without being hampered by the Anti's.

Does this mean the gun-shop is caving into the Anti's? Just what kind of legal power do these Special Master's have?

Has anyone noticed that Special Master has a Stars War / Death Star / JackBoot tinge to it?
