Shift Seniority & Progression in a Union

Suppose the third person on the seniority list is called and asked if he wants to work. Realizing the mistake, the foreman calls the top person and asked if he also wants to work also, even through he is not needed. Does the second person have a chance to get paid for 8 while sitting at home?

  We fill the vacancy with the employee there, then the guy on the other shift, if they dont want it, it goes to the most senior on those shifts
