Buy a 50 pound bag of rock salt. Run it heavy along the roots. Water it for a long time. Return in one week, and it will be not only be dead, but will never return.

Will this harm any other plants in the vacinity?

4 % solution of 2-4 D will easily kill it and leave any grass around it alive, Round- Up will work too but kills every thing. Make sure you reapply the 2 -4 D in a month as latent seeds from the Ivy will grow up all through the summer. I wouldn't pull out the dead plants until they were totally dry - then through away the gloves and rinse your hands and arms real well with cold water right away! Heck, I'd take a shower since I'm sensitive.

2-4D will work well on the ivy, it kills broad-leaf plants, but will also kill your mom's hedges if you get any on them. Make sure it's not windy. But I'm pretty sure it's a restricted use pesticide anyways so you can't buy it without being registered.
