Gerstner Chest Rivet Help

OK, I've got all the wood refinished and it turned out fine. I need to install the lock & handle with the factory split rivets and am having trouble. I'm backing up the rivel head with a teflon block so I don't mess up my wood work. I've used a punch & hammer and even a c-clamp to get these rivets tight. They are somewhat snug but the hardware can still slide a little because of the hole clearance w/ the rivet. Has anyone done this? Is there a special tool I need?

  I take it this is on the inside? What if you took and made a mix of saw dust and glue and glued the rivet up before installing? Just an idea.
