Correct observation,but maybe the wrong solution.
I figure if all that "targets" out there would have had own guns.That kid in the first place would'nt have had the nerve to attack them.

  Yes - and when a goverment starts taking away the peoples rights to self defence, that is exactly what happens. Yes, lets stop putting arms in the wrong hands - the goverments hands.
