SACRAMENTO - California parents would face jail and a fine for spanking their young children under legislation a San Francisco Bay area lawmaker has promised to introduce next week.
Assemblywoman Sally Lieber, D-Mountain View, said such a law is needed because spanking victimizes helpless children and breeds violence in society.
"I think it's pretty hard to argue you need to beat a child," Lieber said. "Is it OK to whip a 1-year-old or a 6-month-old or a newborn?"
Lieber said her proposal would make spanking, hitting and slapping a child under 4 years old a misdemeanor. Adults could face up to a year in jail and a $1,000 fine.
Aides to the assemblywoman said they are still working on a definition for spanking.
Some Republican lawmakers called the idea ridiculous. But Gov. Arnold Schwarzenegger said he may be receptive to it even though he has concerns about how the ban would be enforced.
The governor said he and his wife, Maria Shriver, did not spank their four children and used alternative methods for discipline. For example, Schwarzenegger said they found it more effective to threaten to take away their children's play time if they didn't do school work.
"They hate that much more than getting spanked," he told reporters Friday in Los Angeles.
California law permits spanking by parents unless the degree of force is excessive or not appropriate for the child's age.

Well...in about 7 years when the kids are shooting up classmates and don't respect anyone, Sally will wonder why. I have whipped my son. He is a happy, well mannered boy of nine who loves his parents. I am shocked at how his behavior is noticed and commented on by everyone he meets. They say we have done great at raising him. He is only that way cause we started real young teaching him that bad behavior has consequences...every punishment isn't a whipping, and I have found that I haven't had to whip him in along time. I know teenage years are comming...I'm praying he doesn't take after his Dad's shoes or else I am in for a rough time.[:D] 0 -

This is another part of the reason I moved from that state.
Allready in California if a child goes to school and just says that they were spanked or anything you get a visit from someone from the local authorities. On 2 different ocations I had police come to my house on a child welfare check because I had a nieghbor who didn't like how I raised my kids. Both times I invited the officers in to look around and welcomed them to talk to my kids and get thier own opinion.
Now ya'll have seen pictures of my kids. And a couple of you have even met my kids. Do they look like they have at any time been abused? Heck, if anything I need to give em a swat a bit more often (which it it rare that they ever recieve a swat on the rear) because they can start acting like the spoiled type (In a way they are spoiled).
I in no way would ever condone child abuse, but I truely feel that there are times when a goon tail warming is the answer as a punishment.0 -

hell it should be mandatory to spank them for certain things they do, this is the problem with this b.s. p.c. society today, a kid acts up you hold their hand and talk about it, in the good old days it didn't matter why, you went to the wood shed, and didn't repeat it again
i proved this with my stepson one summer, after countless, i mean countless incidents at school, and home, everyone thought the kid was heading for prison, one summer on last day of school i took him out back had him throw his medication in a fire, then when he started his b.s. i wore out each hand on his bare azz, never had a problem since that summer, last year he graduated from high school, and is now enrolled in college, and holds down a full time job, he has a very good head on his shoulder, and has made the family proud, they way the school and the therapist was going would make you sick0 -

And, it is also important to teach them that guns are evil, they go off by themselves and spray bullets everywhere, even when unloaded and locked up in a safe. This way, we can indoctrinate children at that early age that a world without guns is a world without violence, crime and poverty.

One of my boys kept raising hell at school and after numerous phone calls from school I got fed up. On day the principle called and he was at it again so I told him to send him home, as we only lived a couple of blocks from school. As soon as he walked in the door I was waiting with belt in hand. I told him to hell with that liberal do not spank your kid crap because I had enough, and gave him a couple of good wacks on the butt, so he would remember. The rest of the afternoon I worked his butt off and the rest of the school year he was good as gold. I even received compliments from the school admin, and they wondered what I did. I told them I beat his azz. 0 -

I rarely spanked my son, but once a woman said she was going to call child protective services because I was scolding him. I guess the fact that I had a frown on my face and was speaking with a stern voice was too much. WTH!?!? 0 -
