I'm stationed at Fort Drum (moving to Fort Leonard Wood, MO in the next cuople weeks). I have a CCW. Jefferson County is one of the best counties in the state regarding the acquisition of a CCW.

I got mine back in 2001 and they accepted my Certificate of Training for the Unit Armorer's Course and a copy of my pistol qualification scorecard. I'm not sure if your son qualifies with a pistol or if he has been through the Unit Armorer's Course.
2. He'll need to live in the county for a year because he'll have to have three notarized affidavits signed by people who live in Jefferson County and have known him for a year. These affidavits attest to his good moral character et cetera et cetera.
3. I had to get fingerprinted and those fingerprints were submitted to the FBI and the State for background checks.
4. I had to submit a money order for $110.00 to cover processing fees.
5. I had to fill out an application form that also listed my justification for wanting the permit. I listed hunting, collecting firearms, target practice and personal defense. I was advised to list those (especially the personal defense bit).
6. I had to be interviewed by someone at the Jefferson County Public Safety building.
7. I had to submit a letter of reference from my Commander. You won't find many Commanders who will do this considering that most military installations view strict gun control as an effective measure to curb crime.
8. Finally, I had to wait for a JUDGE to sign my application after I waited 6 months for the FBI check to come back.
I moved to Iowa and Jefferson County re-issued me my CCW with my Iowa address listed on it "just in case" ever wanted to be armed during possible future trips through the state. You have to be careful because certain parts of the state exclude this right (especially NYC). Your permit is no good there and you'll get thrown in jail if you carry. Honestly, the hardest obstacle is the letter from the Commander. I don't know your son's Commander but I doubt most would do it. I was working as an MP Investigator when I applied for mine. My Commander was very pro-gun. He told me to write my own letter and put his signature block on it. I wrote myself a glowing letter and he signed it.
Here's another HINT: Make sure he's a member of the NRA and buys a membership at the Watertown Sportsmen's Club (can be purchased at Van Tassle's Gunsmithing/Gun shop in Evans Mills, NY). He needs to include photocopies of those membership cards.

Doug, I am local, here at Ft Drum. Contact me through the forum when he gets here. I am a member of a pretty good range that I can hook him up with. It's out in the country and has berms from 50-400 yards.
Lots of people have CCW. Not all of NY is NYC. Upstate is realy nice!0
