Is plugging other forums allowed?

I see someone else plugging his forum. Are others allowed to do this too? If so I have a few places I would like to share links with.

  Only if it exclusively discusses unsolicited letters from African orphans and their dilemmas of the distributing millions of dollars from their dead fathers cocoa and gold estate.
