    I think it would be legal to purchase as long as it was for a pistol. And since it is just a part,let him order it himself. No risk on your behalf then.

    Nothing regulating the sale/purchase of a 10" upper. Only problem would be is if he mated it to a rifle receiver. In fact he can order those parts direct, but can probably save money if he lets an dealer order it for him.

    I think I would decline, #1 reason is he can buy direct himself, why would he want to go through you? I smells like a set up.

    he can buy it direct without a ffl, if he assembles it, it is a un- registered SBR, if you sell it, it sounds like conspiracy.

    I would hate to put off a sell to but I would have to think hard on that one too. If it is someone you know and "trust" I would do it. There is nothing illegal about the parts, like the others have said anyone can order them with out a FFL. This is comming from someone that owns a pistol AR with a 7.5" upper.

    The worry I would have for you is if there was an issue with it later "they" would come back on you just because they can and you sold it to him. Even though YOU did nothing wrong, just something to think about.
