Because we like BIG BOOMS to come out of small rifles.

I've had several barrels changed to different cartridges; there was the 30-06 that became the 257 Robts, another 30-06 that's becoming a 250 Savage, a 270 that became a 30-06, a 338 that became a 375 RUM, a 300H&H that became a 375 H&H, a 458 that became a 458; and a few others that escape me at the moment. the answer for the changes are that the barrels were made by CP Donnelly, a nearly retired barrel maker from Grants Pass Oregon. And the rifles were changed to become virtually custom. Most are on various age M70 Winchesters, but there are a few others, including a Ruger 77 and a Springfield '03 MkI. Some of the rifles I bought knowing that what I was buying was the action and the barrel and stock would be changed. I suppose if I saw a rifle that was exactly what I wanted I could buy it and not plan changes, but such rifles are few and far between now-adays.
