If someone is banned from this site is it just the user name, can they just re-register and start all over again beening a pita?

  There are those that have re-registered under different names, but we usually catch up with them. It's my understanding that GB can also block their ISP user number all together as well...which would mean they could not re-register from that computer. This process is a little more complicated than just locking out a user name...I believe.

  ECC - you can ban by IP address (single address, single computer) but that computer's address may change. Or you can ban whole networks (ISPs), etc.

  That's my understanding as well...and banning entire ISP's can affect more than one individual...this is all in the realm of Admin and above.

  Banning someone doesnt work if they know anything about a computer. There are programs that can be downloaded to change a persons ISP servers location everytime they log on.

  There are homepages and programs that will change your IP - or well, not exactly change the IP, that is still a buisness between you and your ISP, but it will make it SEEM like you've changed IP by routing you through a virtual network or service.
  
  There is a program that you can use to do this - the way it works is that others that want to change their IP, will run the program too.
  
  Then you and someone else are linked - and you surf through that persons computer - and he does so through your.. or so it will seem.
