It says it can be shipped to anyone, AND it also says it CAN be shipped to a FFL holder. It doesn't have to go to a FFL, but it can. 0 -

This revolver is a true antique, being made before 1899. Therefore, it is considered a "non-gun," and it can be shipped to any person not otherwise prohibited from receiving it. Again, I don't know your local restrictions, so find out before you bid. I can also ship to Type 01, 02, or 03 FFL.
