anyone know if they still make the bulldog 44 special, 5 shot

  I don't have any experience with Charter Arms pistols. I have only handled a couple at the counter before moving to something else that interested me more. Are they reasonably good for a a value priced sidearm?
  
  Say, better than Taurus?

  Yes they do. About $299 as high as $399 new. Shop around. I got a used one for $199. Almost like brand new. Small revolver= lots of recoil- very light weight. Also gets dirty quickly. Double action is pretty high too- about 12 pounds.
