If it is lead core, it is not AP, and if it is steel core, it is not necessarily AP.
Serious AP is tungsten core.

I'm pretty sure that it is legal in some states.
I can buy it across the counter, in Orygun.
I just don't want it.

Depends on the state. Even in CA certain types aren't banned.
I might be wrong there, I don't exactly remember what the deal is, but on more than one occasion I was able to buy steel core chinese surplus of 7.62x39 in CA and the people in store said it was fine, but for the life of ______ I can't remember what the laws are... The point is, it's ain't illegal.0 -

According to the ATF site, it's only handgun rounds that can't have steel cores, apparently.
I knew I'd heard that somewhere - I just assumed it was for all ammo.0 -
Also keep in mind that there's such a thing as steel jacketed ammo - basically FMJ with a thin layer of steel between the copper and the lead. Some people try to pass this stuff off as AP. In reality its no more armor-piercing than a lead slug, except you can't use it on indoor ranges (fails magnet test) and supposedly it wears out your barrel faster. 0 -
Perhaps you mean those hardened tungsten carbide steel cores. Those I think are illegal in certian local areas. However some ammo [7.62x54 nagant for example] advertise steel cores but can NOT be as 'ap' rounds for one of two things:
1: Their weight of the steel core is less than 50% of total weight or 2: it is not made of super hardened tungsten carbide steel.
I also believe that there are excemptions to this rule [or not]. For example the 62gr 5.56x45 ss109 is thought to be amror piercing [and used that way] but its core is only mild steel, and not super hard tungsten. ****See the 53gr M995 round****
Also: 5.7x28 FNH ss190 round IS armor piercing; and made to function that way; however its in the tip of the bullet and not the core. Go figure.

That's it. I just got off the phone with someone I bought some ammo from before, and they said exact they thing.
Which is weird because I had a bunch of russian military/police Makarov ammo that supposedly was steel core...0 -
I have a bunch of that Norinco China Sport and I even shot a couple boxes last Monday.
There is nothing special about it and it is just your basic steel case FMJ.
He may be thinking Steel core but it is really only Steel Case.0
