Giuliani's not a viable candidate anyway.
He did great things for New York with his 'quality of life' campaign, and he did a great job of pulling the city together after 9/11, but that doesn't make him presidential material.
He was man of the year for 2001 according to Time Magazine, but that's only because Time wussed out. "Man of the Year," traditionally, is a value-neutral title. Man of the year, traditionally, has been that person who had the single-greatest impact on global culture, during that year, WHETHER THAT IMPACT BE GOOD OR BAD.
Now, Giuliani emerged as a sort of hero. But who had the greater impact on global culture: Giuliani, or Bin Laden? I say Time screwed up. I say man of the year for 2001 should have been Bin Laden. That doesn't mean that Bin Laden did anything worthy of praise. That only means that Bin Laden did more to change global culture than anybody else on the planet during 2001.
Don't get me wrong. I'd like to see Bin Laden burn as much as the rest of you would. I'm just saying that the only reason Giuliani became man of the year is that Time magazine was too timid to promote Bin Laden to the status of man of the year, even if being man of the year is not necessarily a good thing.
Giuliani is running on his 9/11 credentials. He did a great job there, but I don't think it's enough to secure the Republican National Committee nomination for president. And I don't think that a few images of him in drag are going to make the difference in that calculus.
