Maricopa County was spending approx. $18 million dollars a year on stray animals,
like cats and dogs. Sheriff Joe Arpaio offered to take the department over, and the
County Supervisors said okay. The animal shelters are now all staffed and operated
by prisoners. They feed and care for the strays. Every animal in his care is
taken out and walked twice daily. He now has prisoners who are experts in animal
nutrition and behavior. They give great classes for anyone who'd like to adopt
an animal. He has literally taken stray dogs off the street, given them to the
care of prisoners, and had them place in dog shows.The best part? His budget
for the entire department is now under $3 million. Teresa and I adopted a Weimaraner
from a Maricopa County shelter two years ago. He was neutered, and current on
all shots, in great health, and even had a microchip inserted the day we got him.
Cost us $78.
The prisoners get the benefit of about $0.28 an hour for working, but most
would work for free, just to be out of their cells for the day. Most of his budget
is for utilities, building maintenance, etc. He pays the prisoners out of the fees
collected for adopted animals. I have long wondered when the rest of the country
would take a look at the way he runs the jail system, and copy some of his ideas.
He has a huge farm, donated to the county years ago, where inmates can work,
and they grow most of their own fresh vegetables and food, doing all the work
and harvesting by hand. He has a pretty good sized hog farm, which provides meat,
and fertilizer. It fertilizes the Christmas tree nursery, where prisoners work, and
you can buy a living Christmas tree for $6 - $8 for the Holidays, and plant it later.
We have six trees in our yard from the Prison.
Yup, he was reelected last year with 83% of the vote. Now he's in trouble with
the ACLU again. He painted all his buses and vehicles with a mural, that has a
special hotline phone number painted on it, where you can call and report suspected
illegal aliens. Immigrations and Customs Enforcement wasn't doing enough in his
eyes, so he had 40 deputies trained specifically for enforcing immigration laws,
started up his hotline, and bought 4 new buses just for hauling folks back to the
border. He's kind of a "Git-R Dun" kind of Sheriff.

Maybe if all prisons were like this one there would be a lot less crime
and/or repeat offenders. Criminals should be punished for their crimes
- not live in luxury until it's time for their parole, only to go out and
commit another crime so they can get back in to live on taxpayers money
and enjoy things taxpayers can't afford to have for themselves.

This sounds like a great idea.
They used to have a system like this in the little town where I used to live in central Georgia. This town was the home of the only state mental institution. It had about 12,000 patients in the sixties.
So, being out in the country anyway, they started a big farm system. They had big 400 acre corn fields. They could get the big old retarded country boys out there plowing with a mule. Kept 'em busy and sent 'em back to their room at night tired.
They had big grape arbors, likewise, sent those retarded girls out there to mind the vinyards all day, then let them spend time in the kitchen making jam and jelly.
They also had a big beef and dairy operation. The place was entirely self sufficient on food production.
The problem was that a lot of abuses developed. Some of the equipment was getting stolen/sold to local farmers. If a local farmer was short on hay, and had connections, he might get a couple hundred bales from the mental institution.
The last straw was, a local beef farmer had borrowed one of the prize bulls from the mental institution, to be a stud on his farm for a few weeks. The bull was out in the local farmer's pasture, a thunderstorm blew up, and he got killed by a lightning bolt, and before they could figure out how to load the giant dead bull up and get the body back to the mental institution, they got caught.
So, they called off the entire farming operation. These days, Georgia taxpayers buy all the food for the institution.

I like what he does, but it has done VERY little to "prevent crime" believe it or not. Phoenix is a HOLE, and has VERY high crime rates. [xx(]

I was in Mesa, Arizona for a couple of years, '91 and '92, and had nothing but the utmost respect for Sheriff Joe. I happened to be interviewed for the newspaper, and the Sheriff's daughter did the interviewing. Nice girl, and seemed to know her job just as well as Dad knows his.
I also had a student who worked as an X-Ray tech for Good Sam (Samaritan) Hospital in Phoenix. He and his co-workers referred to the weekend shift at the hospital as the "South Phoenix Gun and Knife Club". They were forever being amazed and going on about the level of 'machismo' exhibited by the Latino population, who filled up the emergency rooms (and morgue) on weekends with gun shots and stabbings.
I was also interviewed for an article in Arizona Highways magazine. Shortly after the interview, the writer, a nice guy and the kind who pretty much becomes a friend at the first meeting, heard a noise outside his apartment, and went out to investigate (this was in town). An illegal 18 year old, trying to steal his car, beat the man to death. The assailant had been in jail a few days before, for shooting a clip full from a Tec 9 in a bar.
It may be called the Valley of the Sun, but there are some dark places to be found there.

I spend 3 days in Tent City (Camp Snoopy, I call it) and even though I was on work-release (DWI) it SUCKED.
I ended up getting the "Kennel Cough" and was sick for 3 weeks after. I finally, after trying 2 other anti-biotics, had to take a cycle of CIPRO to get rid of the crud.
Sheriff Joe is a Media Hoe, but he kicks tonk a55 and that's good enough for me.

Some municipalities have contracted with the sheriffs department for protection. Maybe Phoenix should give it a try? Oh, wait, never happen, makes too much sense.
