  The short version is, when the revolution starts, the president is CIC of all military and law inforcement. He also has the power to lock down the country.....and all without the approval of Congress.
  It was just a coincidence he made this dictator proclamation shortly after the North American Union plan was let out of the bag. Got ammo?[;)]
