ques. re: pacific model 266 reloader

an older gent gave me a pacific model 266 12 guage reloader(he dug it out of his barn). not sure if it will end up as a boat anchor or if im able to revive it. anyway, it seems to have all the components including the charge bar. its rusted and the lever will not pull down. i sprayed the entire set-up with wd40 and will attempt to make it workable. any suggestions as to what solvents to use to help this process along? is it worth the trouble? it seems to have cleaned-up really nice. any help appreciated.
