Suggestions for a grass roots movement
I think the firearms community should band together and create an arms pool for the youth of America. Donations of money, labor, and basic firearms would be required.
Any organization needing 22 single shots or shotguns for youth hunting or marksmanship programs should be able to get them, on us, the firearms community.
I haven't researched the question, there may be similar programs available. Think of it as the kid's Christmas giveaway expanded.
Scouting programs and 4H Shooting Sports programs come to mind as good candidates to receive training rifles
Every grandpa worth his salt has some nice beginner guns set back for the future generations; we could form a 501c3, set up a gun refinishing shop with FFL and all the stuff to make small parts, bluing, Parkerizing, wood working, and so forth. Or maybe something not quite so elaborate to start, say donated fully functional guns for the first few months.
Kick this around, mull it over, shoot it full of holes, refine it (?) or point me to where it's already being done (CMP maybe?).

CMP donated (14) m1 carbines to my gun clubs youth competition shooters.
Fort Lewis donates 10s of 1,000s of rounds of ammo for my gun clubs youth program.

Ok, even if it only worked once and we got enough guns for 3 or 4 youth organizations, it would be worthwhile to consider.0 -
In my kids school they aren't allowed to call it a Christmas. They have to call it winter festival. Bet you can't guess what I told my kids to make a point of running around calling it while at school? [}:)] 0 -
