It may just be someone buying up pieces for gunsmithing practice.

Let see here. THe guy buys off brand shot guns many are parts guns, 22 rifles, and cheap crappy handguns. Nothing name brand, unless you call Jenning and Bryco name brands. Yeah it's a little weird. Guy could spend $25-50% of he cost of each gun for FFL tranfer fees.

What is your theory?

Could be a potential gun school student.
Some schools (not the one here) require a student to bring a certain number of guns with him, when he starts school. (at least that is what the instructor at the gun school here told me)
