I have an '87 Town car that gave me similar problems, it ended up being the wiper motor had busted a gear inside. I found a rebuilt wiper motor assembly at Autozone for less than $80.00 a few years back. Don't know about the Impalas, have you checked Ebay?

go to autozone, ask for the stores commercial specialist. they have access to a new program. they are linked to over 300 salvage yards nationwide and could find the part(s) you need. all are warrantied as well. i know this because i am a former commercial specialist for the zone. one customer of mine needed a part for a 63 international scout. those parts are not readily available and very hard to find. i found him one in less than an hour, in town, and delivered to him in less than 2. it can be done. just talk to the right people.

Just for crap and giggles try to ground the motor, several years ago when Chev had wiper problems you could ground it at the motor and firewall. Might be a cheap fix or maybe not.

When the wipers park in the center of the windshield it's usually an indicator of problems in the wiper transmission, or park contacts. In my case, the gear that was on the motor cracked and locked it up - and it was easier to replace the wiper motor assembly which included the transmission. The Autozone part has a lifetime warranty if it ever dies.

Agman: What year is the Impala?
