Finding Out About Criminal Records
Everytime I watch the news they will tell about someone and then show detailed copies of the person arrest record and all kinds of stuff. Can an average person like me obtain that kind of information legally ? I want to check the records of a few people.

the answer is yes and no. Actions taken in court are generally public, so those reports or court minutes are generally obtainable- but there are several exceptions, generally involving minors, health issues and so on, So you can check with the court, and yu may get whats called a redacted copy- meaning the document with somewords censored. 0 -
Criminal History Record Information (conviction data only) by name and date of birth may be obtained from the Washington State Patrol via the internet for $10, or by mail for $35.

I think it's $20 for like 200 searches.
Used it a lot when hiring new employees.
Only drawback is that it's not kept real current.

LEO if criminal history information is given out by me,I'm subject to

A local LEO agency can pull your NCIC & JIS records for a minamal fee.
But in most cases, the local check, will not show "ALL" federal level / agency records pretaining to you.
For that you have to do a FOIA request to each agency, and you would be surprised what is known about you.
A FOIA request, also will not disclose any "Open Issues" or on going investigations.
As to "whom has accessed that information".
Strict records are kept as to who, and what agency has accessed your records, that information will never be shown to you "as a citizen".
