Im looking to buy a preban AR15. Or would even look something fully automatic.
Seems like the preban is just a simple transfer thru a FFL.
I'm guessing the automatic would have to go thur a Class 3 FFL, along with me getting a stamp for it?
If I made the preban an auto I would need the stamp before going full auto?

From my understanding you may only have a Full Auto if it is registered/papered as a Full Auto. You can not make a semi into full legally..... 0 -

Well by federal standards when talking about AR's there is no longer a ban of any kind. There are still several bans in effect like the 1934, 1968, 1986, 1989, and a few lesser ones but imporntant ones.
To buy an AR you can either do a local face to face buy, a local dealer buy, or buy one on line and have it sent to your dealer for transfer. You can NOT legally have a gun shipped from out of state directly to you.
As for the Full auto part of the 86' ban had to do with MG's (machine guns). Basically what it says is that no new MG's can be made for public (you and me) use. If you do it is a big federal violation. You can buy Pre 86' transferable MG's legally but they are not cheep, M-16 run in the $15,000 range (yes $15,000).
There is a legal way to make some new guns auto. If the registered MG part you own is the sear you can put it in any gun that it fits in. That is one reason HK registered sears are so popular you can use them in several guns. If you have an HK91 and later buy a new HK94 (both are semi guns) you can legally put your sear in them.
For the AR there is a legal way to and that is with a RDIS (registered drop in sear) or a LL (lighting link). Both I believe are about $10,000.

Don't waste your time with a "preban." The ban it refers to is dead, so just buy whatever AR-15 you want.
As for a fully automatic one, you'd have to go through a Class III dealer amd pay Uncle Same $200 for the special tax stamp... and jump through more hoops than it's worth.
You cannot make anything fully-automatic since it is long since past 1986 (thank you Reagan). Breaking this particular law is a good way to see the inside of a federal prison for a long time.0 -

I agree with MVP on this point,........anyone with ANY knowledge of firearms, must know something about the restrictions.
Might be a "feeler" for all we know, but I would never do anything like that with advice from a forum.
If you convert a pre-ban semi, into a full auto,........head to your store of choice, and stock up on KY.
You can get a class3, and pay all the fees, and then you get to pay out the "wazoo" for a full auto M-16.

Why are we bashing someone that asked a question? Many people do not know about NFA firearms, and you need to start asking questions somewhere, why not a gun board. I see people all the time that think NFA items are illegal. I was at a local gun shop a couple days ago and over heard the seller saying talking about people coming in and asking about getting suppressors for their P22's and them him telling them about HOW illegal that is. Suppressors are NOT illegal here and we have a local C3 dealer.
Now I agree that someone who says "I got all my info on a gun board" is not a smart way to go but they came here to get the info they need to make legal purchases.

To you and me (average John Q. Public) can only have a full-auto if it left the factory as a full-auto [documented-with registration papers]. No full-autos were made with the intention of selling to the general public since 1986. Very limited quantities/very expensive, due to collectors/investors hoarding what they have (legal full-autos) and reluctant to sell them.
If you assemble a semi into a full-auto, instant violation. You have a machinegun made after 1986. Doesn't matter if the host receiver was made prior to the cut-off date. For instance, I like a firearm (full auto) on gunbroker. In order to buy it, I would have to:
1. Move to a state that allows full-autos. Some don't.
2. Have a lot of money (20K or more, for what I'd like).
3. Establish a revocable trust (avoids LEO signoff/fingerprints).
4. Contact Full-auto FFL to receive firearm. FFL will guide you.
5. Fill out paperwork, and submit with check for $200 (transfer tax).
6. Wait. (Amount of wait varies. Won't get into that).
7. After approval, go to FFL, pay his transfer fee, and get gun.
8. Eventually wake up from my dream.
Anyway, It's illegal the way you propose to accomplish having a full-auto. Best, Joe

It is one thing to ask a general forum for answers on "what color my pistol preference is" or "What caliber is my preference"
But it is a whole different level of question to ask about making a full auto firearm.

I always assume that questions are asked in good faith.
bandit 44 asked about buying an AR15 or an M16 and as others noted no new full-auto guns can be built or converted (I guess maybe if you have a legally registered auto sear setting around you can convert one) since the 1986 law went into effect.
The AR15 ($500-$1,200) would be much cheaper although maybe not as much fun as an M16 ($15,000 - $25,000).
I'm going to lock this because the question has been answered and I think any additional comments would just be unkind or inflammatory.

I think a GUN FORUM is a good place to start learning the laws on firearm ownership. What differance does it make if he's asking a question about a full auto or an old H&R single-shot shotgun. It's not against the law to talk about it! Most answers given so far have been correct.

You can get into a 9mm MAC11 for about $3200-3500 depending on dealer and taxes.
UZI will run around $6K and up.
It is a great hobby and investment vehicle.
What other investments can you play with and the value still goes up every year?
Try it if you can swing the fees.

Since this is now turning into a discussion on full-auto shooting here's the pic of me shooting a borrowed sub-gun. Don't ask me what kind it was because I don't know nothin' `bout no machine guns. It was small and black and fired .45 ACP ammo. real fast. It was fun but full-auto guns are WAY out of my league to buy and feed.
