is there any difference between a Regular Cop, and a Sherrifs deputy?
In delaware we had the Middletown PD, but here in Pinellas County, we have a the PCSO, pinellas county sheriffs office.

I find it kind of strange that in the photos of these shootings and the capture of the bomber all the Police are jocked up in full tactical gear...........M4's, leg holsters, helments, IBA and uniforms.
I find it hard to believe these guys are dressed like this all the time.
So how do they find the time to get all that stuff on and get to the scene intime?
Are these follow on forces and the plain old uniformed cop with his pistol is the one responding?

Generally, incorporated cities have their own "Police" departments and counties have "Sheriffs" departments. They are all LEO's just different titles.
Here in Calif many smaller cities contract with the county they are in for police and fire services so they dont have to start up and maintain their own departments.0 -

which is big, is the Jacksonville Sherrifs Office (JSO)0 -
here in columbus we have seveal police forces to contend with:
columbus, mifflin, reynoldburg, grove city, worthington, westerville, gahanna, groveport, obetz, new albany, upper arlington, hilliard, dublin, linworth, whitehall, bexley, franlin co. sheriff and ohio state troopers. and they all patrol all over. most stay in their jurisdiction but they all patrol the I70,I71,I270,I670, and I315 corridors.0 -
Depending on where you are in the country sheriff's offices do different things. In some states all they do is serve civil papers and provide court security. In others they provide law enforcement services as well in unicorporated areas that have no city police. 0 -
In Michigan the Sheriff Department has greater authority than City Police and even State Police. 0 -
Just to add to what others have said, in different states and in different counties of those states, their roles differ.
In the Land Of Fruit And Nuts (Kalif), the role differs also. In San Francisco they are keepers of the jail and handle court matters. In the rest of the counties the Sheriff is elected and serves a 6 year term. Also where there is an elected Sheriff he is the chief law enforcement agency in that county. The Sheriff and the deputies that serve under him outrank any police or chief of police in that county.
Only the state attorney general may supersede the authority of the elected sheriff and his deputies in that county.0 -

No true. The county Sheriff is the Chief LEO in the "county" territory under his jurisdiction. For example, In Orange county Ca, Sheriff Mike Carona is the chief LEO of the county territory where there is no "police dept".
The cities of Anaheim, Santa Ana, Irvine and Huntington Beach all have police departments and their own police chiefs even though they are in Orange county.
The police in those, and other, cities are NOT OUTRANKED by sheriffs deputies. They simply police separate territory. If someone in Anahiem needs the signature of their chief LEO for some legal document, it can be signed by the Anaheim police chief. It does not have to go to the county sheriff.0 -

It gets a little complicated in the Commonwealth of Virginia. The subdivisions of government are the Commonwealth (state), counties, cities, and towns.
The Virginia State Police have authority throughout the state. Sheriffs and Sheriff's Deputies have authority in their counties and towns located within their counties. Cities are independent of the county and the City Police have authority within the City Limits. Town Police have authority within the Town Limits. Then just to throw a little mud in the game, you have places like Virginia Beach. Virginia Beach merged with Princess Anne County and became the City of Virginia Beach without being in a county. Virginia Beach has a City Sheriff. Then there is South Boston. South Boston found out they could screw Halifax County more as a town than as a city, so they reverted to Town status from City status. It gets better and better, but I doubt if many people are that interested.0 -

Laredo Lefty: I am sorry but during my 20 years as a Deputy Sheriff of San Diego County, I ordered SDPD Lts. and Sgts. around on more than one occasion. It went all the way up to Sheriff Duffy and he backed me every time. It is was code when I retired 15 years ago.
Have they changed the statue?0 -

Sav99-In Michigan, that is not exactly true. The sheriff has the right to serve civil process and in the old days, they were the only ones that could arrest for civil warrants but in the last few years, all police in Michigan could arrest for civil warrants.
There may be a few civil things that only the sheriff's office could serve, but civil process does not have anything to do with criminal law.
The sheriff is also required to run the county jail but there is no law that REQUIRES them to have a road patrol-they can have a road patrol, but are not required to.0 -
Alpine...... Thats not the way it is here in LA and Orange counties where I have been in law enforcement 30 years.
I have had to tell FBI agents what to do when they were operating in our city. We had to catch a fugitive for them and they were behaving like little kids after they could not catch him on their own.
I have never taken instructions from anyone from another agency unless, of course, I was in their jurisdiction helping them with an incident. In this area there is no pecking order between police, sheriffs, highway patrol etc.0 -
As has been pointed out in some posts, Sheriffs' Office jurisdiction and authority differ based on each states constitution and/or statutes in that regard.
Here in Arizona, the County Sheriff's Office is the primary law enforcement agency in each respective county. The Sheriff's Office can patrol and take action as part of regular duties, anywhere in the county. Authority to take action elsewhere is also present, e.g. in Arizona, Peace Officers are State Certified and as such, have statewide powers of arrest 24x7.
The Sheriff's Offices perform the entire scope of police functions in the county, in addition to maintaining the county jail operation.
Any incorporated community can have their own police department, or contract law enforcement services with the Sheriff's Office, but regardless, if the city is in the county, we also have jurisdiction, if we chose to exercise it. Jurisdiction is generally deferred to the incorporated community, unless some special circumstance warrants otherwise.0 -
And that's the way it is in Kalif. Despite what some might say.
