Pennsylvanias Closed Interstate Highways

Any have any ideas how the state of Pennsylvania could have screwed up so bad as to not close entries onto the interstates which were blocked already?

It will be interesting to hear the "official" reason when it is published.

Hopefully the term we just screwed up will be included which people will believe.

  I live in North Western Pa and the nearest thing we have to an interstate is a loggin road!!![:D]
  
  They built all the super slabs at the Liberal end of the state!!![:p][:D]
