Caliber Development

Me and My friend have developed a new caliber (its a rifle caliber), we dont have any "blueprints" on it yet, just a concept. What would we need to do to get this cartridge going besides dies for loading it etc. and gun to shoot it. We would like to go commercial some day and I know first we need to get a working gun with good ammo and get some results.
I know this may be an original question but what would we need to do to get started?

  I have a friend with a gun shop that developed a new one but
  it didnt go any where.evan after thousands of $$ spent.

  Draw a schematic of the cartridge and projectile. Buy a single shot firearm to test it in. Get the firearm reamed to fit your new combo. Have custom dies made for it. Shoot it and see if the firearm explodes. If it doesn't, continue shooting tests to see if the cartridge lives up to your expectations. If it does, contact an independent manufacturer to cook you up some brass. Do a business plan based on reasonable expectations from your Sales and Marketing plan(oh, yeah... don't forget to do that plan). Become a millionaire, like almost every car dealer.

  Almost all practical, and many non practical have already been blueprinted and made in limited scale by bored or eager aficinados/gunsmiths
