neighbors dog out in 103 heat

i guess one of my neighbors i have never met got a new beagle pup, it's tied up in the back yard yelping no water 103 degree heat index 112

so i call the local p.d. the female dispatcher answers, she tells me the humane officer got off work an hour and a half ago she will leave him a note for tomorrow, i said very nicely "but he is out in this heat now", again i'll leave him a note


this is a small town, not much going on i don't understand, i'm giving it a few more minutes before i go over there

    Yep, some people shouldn't be allowed to have dogs. Yeah, i'd go have a chat with them..

    Your neighbor sounds like my neighbor. Mine got a number ten motivator upside his fourth point of contact.

    Call your county sheriff or state patrol, explain what dispatch told you and ask for a welfare check on the animal.

    i went to my next door neighbor i have talked to often since we moved here to see if he knows them, he doesn't but we got together and was going to take the dog some water, as we approached the fence the beach came out to get the dog because we where climbing the fence, she was rude acted like we where just azzholes, her claim was she knocked over her water, and was just let out, she tied it up because it was getting out of the yard

    i just let it be, i listened to it for a few hours she is full of it, anyway it is in the house, and humane officer will be there tomorrow, just gripes my ass the attitude the dispatcher had about it

    growing up, my dogs didn't like to be in the house. They always had water and some shade though. Not that it was any cooler in the house to begin with. So, I don't really see the problem.... Maybe some people should just mind their own business.

    i had the same thing happen here two years ago, but with a horse the poor thing was locked in a one stall metal trailer. i called animal control and the only thing that they was interested in was getting my name told them that it was not important who i was it was the safty of the animal that was important, the woman i talked to said she was sorry she couldn't help me without a name.i called a LEO friend of mine and he said he would take care of both problems, the horse and the woman.

    the problem is that the dog being chained has no way of getting to water and in 103 degree weather it wont take long for a puppy to die its called neglect and it should be everyones business.
    now if it were just outside with lots of water and shade then ya not my business or problem I have two outside dogs but not on chains and they have the run of the place with a large sahded pond to boot which the lab loves.
