I remember them as an option on the 1958 Mercury Turnpike Cruiser.

yep! thats it, their were used on 49 mercurys and other custom cars back when gas was .22 cents a gal.

Cruiser skirts started with the '57 Mercury Turnpike Cruiser. Then they became a popular after-market skirt for many cars.
