i just bought this rifle and were trying to figure out if he can ship it to me under my c&r ffl

  Saxon I agree it is FUBAR,,and no one in government may have the same opinion,,I asked the guy about what you had posted when I called and he did say it has to be a complete assembled firearm,,"covered in the first paragraph of your c&P" and frames and recievers were not included "covered in the second paragraph of you C&P" but he told me rule # 1 or rule #A "the 50yr rule" covered ANY complete weapon of that age no matter if it was military or not.who knows the truth,,I just can not believe all the major distributors in America are all wrong because they all sell them,,,,maybe thats why they all put the ones with bad/broken stocks in new stocks to sell them so they can be considered complete

  It may be one of those situations where technically it's illegal but nobody bothers to care. Many laws are simply ignored because the regulators realize how doofus they are or because enforcing them isn't the worth the time and effort.
  
  I suspect that many sporterized Mausers and 1903s get shipped to C&R holders everyday and nobody, including the ATF, really worries about it.
  
  But as I see it, and I stand corrected on this, ot appears that by the letter of the law military rifles must be in original condition to qualify.
