Some organizations EXPECT to be paid by credit card, and they get all huffy when you ask for an address to which you will send a check.

IMHO the credit card people would like to sweep this theft epidemic under the rug in order to keep people at ease in using the cards even though it is upsetting to those involved.
And most of us have been affected , directly or indirectly.
Keep in mind that the average American credit card user will pay high finance charges that the cards carry and this wipes out the losses through fraud. So the order of the day is "keep those charges coming, even if some are bogus".
Tracking takes time and time is money . If the CC agencies can put up with this situation , why should the police invest their resources?

Ten years ago, my cell number was ripped off...however they do it, there was 1600 bucks on the bill.
    Talk about fainting hearts...

Went post haste to US Cellular and sur enough..there was calls made 200 miles away at the exact same time as I made local calls.
Bill was adjusted down to normal bill minus 20 percent..'for my trouble'.

I asked about prosecution ..after all, while SOME of the calls were overseas..many were local to the area 200 miles away.

    I was brushed off.

I was told later by someone in 'enforcement' that there was a standard practice in black bag agencies to steal numbers and 'do deals'..

Makes about as much sense as thinking that companies would prefer to merely eat expenses such as that as take some one to court...
