1 of 3 A French government spokeswoman said Sarkozy, fresh from a state visit to China, chaired a morning security meeting with Interior Minister Michele Alliot-Marie and Rachida Dati, the justice minister, which followed a meeting with the families of two teenagers killed in a collision with a police car -- an incident that started off this bout of violence.
Street disturbances spread from the Paris suburbs to the southern city of Toulouse Tuesday night as 20 cars were burned out and rioters set fire to two libraries, according to media reports.
In the northern Paris suburb of Villiers-le-Bel -- the scene of two nights of angry clashes between police and youths -- 22 arrests were made as the unrest continued Tuesday night, according to the French daily newspaper Liberation.
Police authorities in Villiers-le-Bel and Toulouse refused to confirm to CNN the number of arrests or the details of the damage. Watch how authorities are dealing with the unrest ?
The French president, attempting to defuse the situation, held a one-hour meeting with his ministers at the Elysee Palace, the spokeswoman said.
Sarkozy, who caused controversy two years ago when he referred to rioters in Paris as "scum," struck a more conciliatory tone, meeting with the parents of 15- and 16-year-old boys killed Sunday evening, she confirmed.
The pair died when their motorbike hit a patrol car in Villiers-le-Bel, police said. Police maintain their own innocence, insisting the boys drove through a red light without wearing helmets and on an unregistered bike.

Some residents in the town accused police of fleeing the scene without helping the boys, who were the sons of African immigrants.
The French leader said reports that gunshots had been fired against police during disturbances Monday night were being taken very seriously.

On Monday, rioters bombarded police with Molotov cocktail bombs, baseball bats and bottles filled with acid, as the violence spread from Villiers-le-Bel to the nearby towns of Longjumeau and Grigny.
Over 60 police officers were injured, with five still in hospital in serious condition, according to reports in French newspapers.
A spokesman for the police authorities in the Val d'Oise prefecture refused to confirm the numbers of police injuries. However, Alliot-Marie admitted to French radio station Europe 1 that dozens of police had been hurt.
The prosecutor's office in the nearby town of Pontoise has begun an inquiry into Sunday's deaths.
According to the initial findings from the French police watchdog reported Tuesday in the daily newspaper Le Figaro, the boy's motorbike was driving "at very high speed" and had failed to give priority to the police patrol vehicle.
The police car was driving normally at around 25 mph (40 km/h), the newspaper reported the watchdog as finding.
Villiers-le-Bel was not among the districts hit by the weeks of rioting of November 2005, when disaffected youths set thousands of cars ablaze to protest unemployment and discrimination. Those riots were touched off by the deaths of two men of North African descent who were electrocuted while hiding from police in an electrical substation

Many, many years of trusting elected officials and businessmen to do what is right for America..instead of their own greed and power.
