Legal or not, this is the most unethical written police procedure I've ever heard of.

Redford Police's recent policy change pays officers time-and-a-half their hourly wages, according the number of tickets written, and not the actual hours worked.
For every two traffic tickets an officer writes, they will get paid for one hour of overtime, even if writing the tickets took less than an hour, according to Redford police.
On average, a Redford Police officer makes $41 an hour for overtime.
Redford Police said they instated the police traffic detail program as an incentive for officers working overtime to concentrate on traffic enforcement.
The new policy is controversial among residents.
"They're just making money," said Eric Norman.
Redford Township residents said police seem to be everywhere -- handing out $140 traffic violations. "Being a college student, you need as much money as you had," said Norman.
Police said the change have increased police presence and revenue in the city.
Officers said every time the program goes into effect, the fatality numbers decrease, and the program is for the citizen's safety.

At least with Virginia's new $3000 fines for going 20 over the limit are stated as a revenue generator and nothing more. If you are going to screw people, at least tell them the truth. 0 -

Back in 1957 (yes I can remember that far back) I got a ticket in NEBO, KENTUCKY Population 75 people, It was 3am, the town was about 2 blocks long and they had a brand new cop car with all the latest radar stuff I was speeding, doing 5 miles over the 10 mile an hr speed limit. we went to the judge house and I paid it right their. talk about a cooked town.[V] 0 -

In upstate NY between Whitney Point and Ithaca there is a similar township. I was going up to see my son in college and at 3:30 am got pulled over.
The whole town doesn't have 30 houses and isn't 1/2 mile long....guess I shouldn't have been going 10 mph over (posted was 30)0 -

East of Liberty Tx. is a small town(or at least it was yhen)called Woodville. There wasn't even a light of any kind flashing or other wise. Got pulled over for running a red light. Got taken to the judges house witch was the cort room then. Judge asked me how much money I had. I told him $618 and he never even blinked an eye as he said $600 or 1 mo. Left me enough to get home. Still ain't been back. 0 -

Correct me if I'm wrong, but aren't most criminals with warrants apprehended via traffic stops? Perhaps it's the "bigger" picture the Redford City officials are looking at.0 -
I live a couple of miles from a "speed-trap town". The "judge" over there is a guy I went to high school with. He was pretty much loathed and detested during high school, but he was filthy rich.

Just South of Cleveland Ohio on I-71 is a one block town called Linndale. They give out more tickets than Cleveland does just with that one block. They have a car sitting under the bridge 24/7 0 -

Watch your speedo - people have been ticketed for ONE mile per hour over the posted limit.
About 70 percent of all citations issued in the state are given to folks driving vehicles with out-of-state plates.

I was talking to a Police officer at the gun shop couple weeks ago. Instead of paying overtime they are giving the cops with the most tickets written new squad cars. I believe the town was Buffalo Grove. He was telling me how all the police officers on the force were now writing tickets. Plain clothes and detectives are all out there trying to get new squad cars. 0 -

Texas took action many years ago to shut down little speed trap towns. I don't recall the details of the legislation or the exact figures, but cities below a certain population level are limited to what percentage of their funds can be derived from traffic fines.
The bounty system mentioned here is a new wrinkle I've never heard of before and I'm not so sure there's not a loophole that would allow this in my state. Besides the bad PR angle, having people perform law enforcement duties and in effect being paid on commission is an open invitation for abuse. Sign here please, my kid needs new shoes.[B)]
The situation mentioned by a few here, where they were taken directly before a judge for speeding, also ended. It used to be common for out of staters to be required to pay before leaving the jurisdiction, but this ceased 25 years or so ago. Speeding is the only traffic violation you can't actually be arrested on the spot for. A ticket with at least a 10 business day time frame to pay must be given. An agreement was reached between the states so that if someone fails to pay an out of state ticket their home state won't allow renewal of their license.
Instead of speed traps, the modern cash cow for small towns/counties along major highways is "drug interdiction stops". With many states now having laws limiting the amount of cash that can be carried, they post up on their stretch of these highways 24/7 and fish for cash and vehicle seizures. In cases where no drugs are found but a contraband amount of cash is discovered it's SOP for them to jail the driver with a high bond amount set, but offer to drop all charges if they "voluntarily" forfeit the money to them. Remember, it's for the kids. [;)]0 -

AH yes linndale i drive thru it every sunday and 3 out of 4 times there he is sitting under the bridge in the shadows the dirty bistards!. There was talk and a move to prevent them from running their speedtraps but of course it was ruled legal.Their entire city is run 95% from the freeway revenue 0 -

Kalif has a government code that specifically states that the number of tickets written by a police officer CANNOT be used in a preform ace review or evaluation.
Any state that allows this kind of CRAP to exist should have the FBI all over their a$$ in a heartbeat.0 -

Some agencies tried to use the loophole of figuring the average number of citations written by their personnel, then meting out disciplinary action against those who fell below this average. Their twisted reasoning was they weren't actually setting a required number to be written. Officers took them to court and this system was also deemed illegal.
The unusual thing about this setup in Michigan is they're in no way establishing a number that must be written, instead just paying their officers by the citation. Depending upon how a state's no-quota laws are written this might be a loophole that exists in other areas - even California.
LEO's back in the old west only received a small salary, with the majority of their income derived from a percentage of the fine monies they brought in. The inevitable corruption and railroading of people such a system invited caused it to eventually be done away with. Looks like Redford Twnsp, MI's idea of progressive thinking is to dust off a copy of Wyatt Earp's policy/procedure manual.0 -

That is a hot spot for offshore workers. That town is a legend to offshore workers in the gulf. It's rediculous there I would always do 5 under just to keep their bad cops off my butt.
There was another place on 59 south, a little nothing town that would bribe people for speeding. They got nailed to the wall though.0
