What is the procedure for shipping if you are not an FFL holder. Thanks.

  There are no issues at the federal level, as the BATF does not regulate black powder firearms. There may be issues at state or municipal levels.

  I shipped a black powder pistol via us mail to a non-ffl holder. All I asked the buyer for was copy of driver's license.
  
  As I understand this, it is perfectly legal.

  Do not ship one to New Jersey.
  Also restricted in DC. Also restricted, I believe, in Illinois.

  Black Powder pistol is not a firearm therefore is not regulated, except by some state laws.
