In May 2005, the US Marines recalled more than 5,000 DHB "Interceptor" armored vests after questions were raised about their effectiveness.

Anyone know if their product (DHB or PACA) is still any good?

The problem turned out to be the Japanese component,(edited for clarity-the material is known as Zylon, aka) Twaron; also known as Spectra Gold and Spectra Shield.
Turns out, the component allowed moisture to penetrate and remain inside the fabric, degrading its' performance by 75%. Some vests were also twisted during manufacturer testing, which tended to "clump" the fabric, degrading its' performance by 35%.
Stick with Second Chance's newer offerings and you should be golden; PACA apparel does still use Twaron, but not as much. Point Blank even offers a swapout program to get the rest of the defective vests out of circulation. Check this site for more info; https://www.pddocs.com/PointBlank2/files/exhibit_a.pdf
